The branch of the Academy of Public Administration under the President of the Republic of Kazakhstan in the East Kazakhstan region is looking for a qualified candidate for the position of clerk of the Administrative Department (for the period when the main employee is on leave without pay to care for a child until he reaches the age of three years)

You will participate in the implementation of the Academy’s Strategy; participate in strategic planning, organization of effective activities of the division; provide methodological guidance for the organization of office work of the Branch; receive and register correspondence, send it to structural units; ensure timely processing of incoming and outgoing correspondence, its delivery to its destination; monitor the execution of documents in due time and their correct execution, regularly inform the head of the organization about the results of the execution of documents.  To ensure the confidentiality and safety of the branch’s documentation.  Keep records of the documents of the current archive according to the documents of the Branch, file them in accordance with the nomenclature of cases. Participate in the development of the nomenclature of cases and the inventory of cases. Organize the work on holding meetings or meetings (collecting necessary materials, notifying participants about the time and place of the meeting, the agenda).  Organize the reception of visitors in compliance with the ethics of communication, promote the efficiency of consideration of requests and proposals of employees of the Branch. Report on the progress of the execution of orders to the head of the Documentation Support Department, and in his absence to his replacement. Organize telephone conversations with the Branch management, record the information received in his absence and bring it to the attention.  To carry out written translations within the established time limits, while ensuring that the translations accurately correspond to the lexical, stylistic and semantic content of the originals, compliance with the established requirements for the scientific and technical terms and definitions used.  Perform editing and reconciliation of translations.  Organize the storage and ensure the safety of documents received in the archive.  To accept and register documents received for storage from structural divisions, completed by office work. To monitor the correctness of the registration and formation of cases in structural divisions, to organize an examination of the value of documents in order to select them for storage and destruction. Monitor the condition of documents, the timeliness of their restoration, compliance with the conditions necessary to ensure their safety in the archive premises. Monitor compliance with fire protection rules, temperature and humidity conditions and sanitary and hygienic requirements in the archive room.  Issue archival copies and documents in accordance with incoming requests, make the necessary certificates based on the information available in the archive documents, prepare data for reporting on the work of the archive. Perform other orders of the Branch and Department management within the framework of their official duties and powers.

In order for you to pass a successful selection, you must have:

  • secondary technical and vocational (secondary specialized, secondary vocational) education in the relevant specialty (qualification);
  • a letter of recommendation from a previous job;
  • Kazakhstan certificates of advanced training and/or participation in training programs (preferably), as well as knowledge of the main provisions of the documented information of the anti-corruption management system;
  • Strategic thinking, change management and improvement, effective decision-making, cooperation and partnership, capacity building, organization and responsibility; customer orientation of educational services;
  • fluency in Kazakh and Russian languages, English (preferably).
